Israel Takes More Steps Towards Renewable Energy Goals
Israel’s Ministry of Energy unveils groundbreaking plan to streamline licensing and construction of renewable energy facilities, paving the way to reach 30% renewable energy by 2030.
Jerusalem, 20 July, 2025 (TPS-IL) — Israel.com/breaking-only/millions-allocated-for-building-solar-energy-roofing-on-public-sports-fields/” class=”auto-internal-link”>Israel.com/business/government-approves-national-program-for-solar-roofing-of-public-sports-facilities/” class=”auto-internal-link”>Israel’s Ministry of Energy and Infrastructure published today (Sunday) for public comment what it called a “unique and first-of-its-kind document, which systematically and in detail describes all the stages of licensing and construction of renewable energy facilities and storage facilities throughout the country.” This is in order to make information accessible to the public, reduce bureaucratic barriers, and make it easier for entrepreneurs working in the energy sector, in accordance with the government resolution “Steps to Strengthen the Government’s Ability to Meet Renewable Energy Goals,” it said.
The mapping is intended to sort out the tangle of regulatory requirements, create regulatory certainty, and form the basis for an ongoing in-depth process of making regulation accessible, removing barriers, and accelerating the construction of facilities – on the way to 30% renewable energy by 2030. The work maps 23 different processes for constructing solar facilities and storage facilities, and includes an analysis of dozens of procedures and regulations, and a mapping of hundreds of actions required to construct the facilities.
In addition, for the first time, an in-depth analysis of the horizontal and individual regulatory barriers that hinder the advancement of the renewable energy market was conducted. The barriers were mapped according to four horizontal criteria: bureaucracy, uniformity among regulators, digitization, and access to information. From this, horizontal recommendations were formulated for the entire government system, alongside specific recommendations for each body – aimed at simplifying processes, making it easier for entrepreneurs, and accelerating the construction of facilities.
